GEC Proposal for Full Employment

Dear Bernard and Ivo

I am glad the two of you were able to meet in Brussels and generate such a productive idea. I am attaching a first draft of the proposed project as Bernard described it to me on Skype last week. I have filled out the content a little further than he proposed in asking for a one page draft, but I felt it may help us communicate more clearly precisely what he have in mind. I have also added a few dimensions to the project scope which arose from the GEC discussion and I felt were relevant. The list of project team members is, of course, only suggestive and provisional. Apart from any revisions you would like to introduce, we also need to give further thought to methodology, budget and timeframe and related issues. I am also hosting the proposal on NET so we can track the discussion.

GEC proposal

Dear Garry and dear Bernard, 

this is excellent - it is accomplishing two goals with one endeavor: namely, this is good as a proposed project to BoT of WAAS and with minor changes for a paper in a series of papers we - our gang of five and more - plan to publish, namely for an article we should omit parts that are specifically aimed for a proposed project. Of course, in an article it is legitimate to state that we are planning this as a proposal and my suggestion is that it would be an excellent proposal to EC. While I was in Brussels I met one of Barroso's collaborator and - as you know - the EU plans to achieve employment of 75% from the present 69%, but in many EU countries and in all candidates countries the employment is much lower, cordially ivo

I presume that the next step is to formally introduce it, and send it around. Who and when do you want us to do that?

Very glad you also approve of the draft. The next step is to formally submit it to the GEC. I will ask Lakshmi to host and circulate it in the name of you and Ivo. Then we will wait for responses. Then we should try to answer the remaining questions in this list


1. Aims & objectives of the project
2. Scope & Timeframe for the project
3. Methodology
4. Project team - possible participants
5. Your role in the project
6. Other organizations that may be interested to collaborate
7. Project budget
8. Possible sources of external funding


Once that is complete, we will formally circulate it to ExCom and the Board prior to the BOT meeting which is in May. Meanwhile if you or Ivo have any other ideas who might be interested, we can also simultaneously pursue other options.
